KIEV, Jan. 18 - Ukraine, jointly with the European Union, plans to raise 2.5 billion euros over the next five years to upgrade its oil and natural gas pipelines moving energy resources from Russia to Europe.

The plan, disclosed by the Ukrainian energy and fuel ministry Friday, calls for a special donor conference, perhaps between July and September, which would help to raise the cash.
