KIEV, Nov. 20 - President Viktor Yushchenko gave law enforcement agencies time until December to take action that would effectively prevent illegal transactions with crude oil imports.

Yushchenko said the transactions, such as different dubious ways of avoiding tax payments, have been costing the state budget “billions” of hryvnias annually.
