KIEV, Nov. 19 – Volodymyr Stelmakh, the governor of the National Bank of Ukraine, has refused to register as a lawmaker after winning a seat in Parliament at the Sept. 30 election, the Central Election Commission reported Monday.

The development is an apparent change of plans after Stelmakh had won the seat on the ticket of President Viktor Yushchenko’s Our Ukraine-Self-defense.
