KIEV, Aug. 22 – The Central Election Commission, dominated by members loyal to Prime Minister Viktor Yanukovych, voted Wednesday to appeal an earlier court ruling that ordered it to take extra measures for preventing massive fraud.

The CEC sent the appeal to the High Administrative Court seeking to reverse the ruling by the Kiev District Administrative Court that had ordered the measures to restrict casting ballots at home.
