KIEV, July 27 – The National Communications Regulatory Commission (NCRC) has refused to issue permission to mobile operators UMC and Kyivstar to provide fixed communications services through call divert of calls received on mobile phones.

The decision was made by the commission at its meeting on Thursday.

The commission refers to the laws, which foresees the provision of fixed communications services using phones and developing the fixed communications network.
