KIEV, July 24 - Ukraine and Vanco Energy, an independent U.S. oil company, have been making slow progress in talks over a production sharing agreement (PSA) for a major offshore oil project, the government admitted Tuesday.

US Ambassador to Ukraine William Taylor, apparently concerned over the repeated delays, met Environmental Protection Minister Vasyl Dzharty on Tuesday seeking to speed up the signing of the PSA.
