KIEV, April 15 ??“ Yuriy Lutsenko, a popular Ukrainian opposition leader, on Sunday created a political bloc to run at parliamentary election amid signs that opposition groups have been failing to merge into one political entity.

Lutsenko??™s People??™s Self-defense absorbed two small parties, Forward Ukraine and the Christian-Democratic Union, to create the bloc that would take part in the early election later this year.
