KIEV, March 26 - Vanco Energy Company, an independent U.S. oil firm, hit new snags in Ukrainian offshore oil project after officials had admitted the site had been previously used by the military and may be dangerous.

Vanco has been facing difficulties for eight month in starting oil exploration on the offshore site near Kerch in the Black Sea as the government has been delaying approval of the Production Sharing Agreement (PSA).
