KIEV, March 15 - Ukraine??™s second largest steel producer, Illich Steel, is at the final stage of creating a joint venture that would help the company to meet demand for coking coal.

The Anti-Monopoly Committee on Thursday reported it had given its permission for Illich Steel to create the coking coal joint venture with Donetskstal, a smaller steel company.
