Ukraine sends revised peace plan to US

KYIV, Dec 10 – Ukraine has sent Washington an updated framework for ending Russia’s invasion, Ukrainian officials said, as U.S. President Donald Trump publicly vented frustration with Kyiv and key European allies, exposing deepening tensions over how to end the war.

A Ukrainian official briefed on the document said the revised plan “takes into account Ukraine’s vision” and offers “adequate solutions” to contentious issues, but Kyiv is withholding details pending a response from the American side.

Earlier versions of the U.S. plan were rejected by Kyiv and several European capitals after they were seen as pressuring Ukraine to surrender territory not occupied by Russian forces. Monday’s coordinated show of support for President Volodymyr Zelenskyy by European leaders underlined skepticism toward those proposals.

Trump said he used “pretty strong words” in a phone call with British Prime Minister Keir Starmer, French President Emmanuel Macron and German Chancellor Friedrich Merz, describing “little disputes” and warning that new meetings proposed by Europe this weekend risk “wasting time”.

European leaders later said they had agreed with Trump that this is a “critical moment” for Ukraine and wider Euro-Atlantic security, adding that “intensive work” on a U.S.-led peace plan will continue in the coming days. Sources described progress as slow but “inching towards a deal”, while stressing the complexity of resolving the question of occupied Ukrainian territory.

Zelenskyy said the proposal sent to Washington consists of a 20-point framework document along with separate papers on security guarantees and post-war recovery. He said overall security arrangements would underpin future economic stability and investment.

On Wednesday, Zelenskyy said he held an online meeting with Jared Kushner, U.S. Treasury Secretary Scott Bessent and BlackRock CEO Larry Fink to discuss Ukraine’s reconstruction, calling it the first step toward a formal framework on economic recovery.

The diplomatic maneuvering comes as Ukraine’s forces face pressure in the Donbas and as Trump hinted he could scale back U.S. engagement, repeating that he might “walk away” from a conflict he blames on former president Joe Biden.

Russia currently controls around 20% of Ukrainian territory after launching its full-scale invasion in February 2022. Recent U.S.-Russia talks in the Kremlin failed to produce a breakthrough.

Trump said he had not yet decided whether to join a new round of talks in Europe this weekend, insisting he did not want to “waste time” and urging Kyiv to be “realistic” about ending the fighting. (afp/bbc/om/ez)
