KYIV, March 5 – The implementation of the Civil Protection Shelter Development Strategy, designed for the period up to 2034, will require an estimated UAH 789.3 billion in funding, according to government directive No. 183, issued on March 4.

According to the document, the strategy will be executed in three phases: phase one in 2025-2027, phase two in 2028-2030 and phase three in 2031-2034.

During the first phase, key objectives include increasing the number of civil protection shelters by 2,300 through new construction and establishing an international coalition focused on shelter development.
