BRUSSELS, Nov 15 – The second tranche of the European Union for Ukraine's military needs from unexpected income of frozen Russian assets may amount to EUR 1.9 billion, with payment to be made next spring.

A high-ranking European diplomat told journalists about that in Brussels on Friday, announcing the agenda of the upcoming meeting of the EU Council at the level of defense ministers, which will be held on Tuesday, November 19, in Brussels.
