KIEV, Jan. 26 ??“ The pro-government coalition on Saturday failed to publish the controversial law reducing powers of President Viktor Yushchenko suggesting that last minute efforts have been made to avert the constitutional crisis.

Although Yushchenko vetoed the law, Parliament Speaker Oleksandr Moroz said he would sign it and publish in Parliament??™s newspaper to make sure the law takes effect.
