KIEV, Dec. 5 - A local government commission was formed in Ukraine??™s Luhansk region after a group of workers at Linos, the country??™s second largest oil refinery, went on a hunger strike, a Luhansk government official said Tuesday.

The group has been protesting against plans by TNK-BP, a Russian oil major that owns Linos, to restructure the operation that could trigger massive layoffs.
