KIEV, Sept. 25 ??“ President Viktor Yushchenko and Prime Minister Viktor Yanukovych appeared headed for a constitutional deadlock on Monday after the presidential office insisted that Yushchenko decrees must be implemented by the government.
The Yanukovych government refused to implement seven Yushchenko??™s decrees arguing that the prime minister??™s signature had been missing from them. But the Yushchenko office again re-submitted the decrees to the government on Monday.
