KIEV, Aug. 23 ??“ Ukraine should press towards the creation of a coal market with an operating exchange at which privatized heat power plants would compete, according to Coal Industry Minister Serhiy Tulub.

"There is not price formation today, today we have fixing of the price. This problem exists both in the coal and electricity sector. We should have an open and transparent market," the minister said in Kiev, Interfax-Ukraine reported.
