KYIV, Dec 17 – The proposal of the National Commission of Ukraine for Energy, Housing and Utilities Services Regulation (NCER) to authorize investors in renewable energy to transfer renewable energy facilities to state ownership is nationalization, Board Chairman of the Ukrainian Wind Energy Association (UWEA) Andriy Konechenkov said.

"We were very surprised at this position of the regulator. It actually offers to nationalize solar power plants and wind farms that are not yet completed. I cannot say that it is offered on a voluntary basis. There is no word "voluntarily," he told Interfax-Ukraine.
