KYIV, Nov 19 – The unbundling bill passed by the Verkhovna Rada on November 15 under which transportation of natural gas should be separated from Naftogaz Ukrainy has formed the necessary conditions for creating an independent gas transmission system (GTS) operator that meets the requirements of the Third Energy Package, according to the Energy Community's Secretariat.
"By adopting a Law on amending several legal acts for the purpose of unbundling the gas transmission system on 15 November, the Verkhovna Rada of Ukraine created the necessary conditions for establishing an independent system operator (ISO) for gas in line with the Third Energy Package applicable under the Energy Community Treaty.
