KYIV, March 26 – Reforms in Ukraine are not proceeding sufficiently quickly and this is the reason they are resisted by those who are fighting to preserve the status quo, Head of the Delegation of the European Union to Ukraine Hugues Mingarelli said.
"In the mid-transition process, you have a constant fight between those who try to keep the status quo, because this status quo plays in favor of their vested interests and the reformers. In Ukraine you have this fight. But the fight in Ukraine is far stronger than in any other transition country. There is a reason: Ukraine is by far the richest country in the region. Therefore those who have been able to shape this country for their exclusive interest during 25 years fight on a daily basis to stop or derail the reform process. Therefore, it should not be a surprise for anybody that the reform process here is not quick and linear but slow and chaotic," Mingarelli said at the Annual Congress of Regional Justice Reform Councils in Kyiv on Tuesday.
