KYIV, Dec 18 – Ukraine's Energy and Coal Industry Ministry has proposed to switch to measuring and balancing of natural gas on the market in thermal units, or kilowatt-hours instead of cubic meters, from April 1, 2019.

The respective draft resolution of the Cabinet of Ministers of Ukraine on the transition to a new model of calculation for the extraction, transportation, storage, distribution, purchase, sale, and supply (including implementation of customs control and clearance when moving gas across the customs border of Ukraine) and the consumption of natural gas has been posted for public comment on the ministry's website.
