KYIV, Nov 27 – The State Fiscal Service of Ukraine has delayed payment of almost UAH 3 billion of VAT refunds to large grain exporters for October 2018, President of the Ukrainian Grain Association (UGA) Mykola Horbachev has said in an interview with Interfax-Ukraine.

"Last season is the first year that we worked under ideal conditions, when we were reimbursed all the amount of VAT. Now it is the third month in a row, when the tax office does not reimburse VAT month to month, as it must be done.
