LONDON, May 31 - The Ukrainian banking system is considered to be riskier than its neighboring countries of Kazakhstan and Russia, mainly due to the uncertain macroeconomic and political environment, Standard & Poor's Ratings Services said.

The parliamentary election in March 2006, the dismissal of the government in September 2005 and a slowdown of the economic growth contributed to a poor operating environment for banks, Standard & Poor's said.
