KIEV, April 27 - President Viktor Yushchenko urged the government to speed up development of a Black Sea offshore oil and gas field for matters of national energy security, a top security advisor said Thursday.

Vanco Energy Company, a U.S.-based independent oil company, was earlier this month named the winner of a tender for a license to extract oil and gas in the Kerch area offshore the Black Sea.
