KIEV, April 14 ??“ Ukraine, Georgia, Moldova and Azerbaijan will seek to turn their regional alliance, known as GUAM, which has been challenging Russia on many issues, into a full-fledged international organization, an official said.

GUAM is scheduled to hold a summit on May 22-May 23 in Kiev and the countries will probably sign papers elevating the alliance??™s international status, Vasyl Filipchuk, the spokesman at the Foreign Ministry, said.
