KIEV , Nov. 30 – Ukraine 's Cabinet of Ministers has decided to accrue heating bills for residents of houses without meters, taking into account average consumption by houses with meters.

The decision was made at a government meeting on Wednesday.

"The government has decided to avoid abusive practice that bills for houses without meters were set, taking into account average figures of the houses with meters," Prime Minister Volodymyr Groysman said.
