KIEV, Feb. 27 ??“ Ukrainian law enforcement agencies are investigating a massive scheme when hundreds of oil and gas extraction licenses have been apparently illegally issued weeks before President Leonid Kuchma had stepped down.

The Prosecutor General Office said Monday it opened more than 200 criminal investigations over the past two months, suspecting about 600 bureaucrats have abused power while issuing the licenses.
