KIEV, Feb. 23 ??“ Just as Ukraine consumed more natural gas and power over the past two months due to a spell of cold weather, consumers had struggled to pay for the supplies, an official said Thursday.

The level of payments for gas supplied dropped to an average of 80% in February and 70% in January, down from an average of more than 90% last year, Fuel and Energy Minister Ivan Plachkov said.
