KIEV, Dec. 7 – Ukraine's Energy and Coal Industry Ministry has sent a letter to the World Bank in which it outlined its vision of reforming Naftogaz Ukrayiny: the company must be engaged only in trading, Ukrtransgaz should remain under the control of the ministry, while Ukrgazvydobuvannia is to enter the state holding set up by the Economic Ministry.
"The key proposal of the ministry is as follows: Naftogaz has to deal only with trading activities. Its other assets, such as Ukrgazvydobuvannia, should move to the new state holding, which will be created by the Economic Ministry. We believe that natural monopolies on transportation of energy resources (Ukrtransgaz, Ukrtransnafta and Ukrenergo) must remain under the control of the energy ministry," Head of the Energy and Coal Industry Ministry's European integration department Mykhailo Bno-Airiian wrote on his Facebook page.
