KIEV, Oct. 21 – The Ukrainian Finance Ministry has welcomed the decision of the Standard & Poor's rating agency to increase Ukraine's sovereign long-term and short-term rating to 'B-' and 'B,' respectively.

"This is the first step to returning Ukraine to international capital markets and facilitating the provision of funds by international financial institutions and export credit agencies," reads the report.
