KIEV, July 9 – The statement made by Russian officials on their intention to allocate quotas on Ukrainian exports casts doubt on Russia's willingness to find practical decisions within the process agreed on by all parties, according to Ukraine Trade Representative Natalia Mykolska.

"Russia's introduction of any quantitative limits as tariff quotas on a unilateral basis will be a violation of the CIS Free Trade Agreement and in fact it will mean the cancellation of free trade between Ukraine and Russia," she said in the statement which was released on Monday.
