KIEV, Jan. 19 ??“ Russia on Thursday sent troops to four important navigation stations throughout Crimea following Ukraine??™s move to seize control over a key station in Yalta last week, a news agency reported.

The movement of troops suggests that Ukraine and Russia have been making little progress on solving a dispute over who will be managing the stations for the next 10 years.
