KIEV, March 25 – The European Commission in its European Neighborhood Policy (ENP) in Ukraine Progress Report 2014 has recommended Ukraine conduct Constitutional reform, first of all, on decentralization.

"Based on the assessment of its progress in 2014 on implementing the ENP, Ukraine should focus its work in the coming year on ensuring that the constitutional review process is carried out and completed in an inclusive and participatory way, in line with the recommendations of the Venice Commission of the Council of Europe and including civil society," reads the document.
