KIEV, Feb. 12 – The new agreements reached in Minsk are a chance to rebuild ruined Donbas and, if disrupted, Russia will be held responsible, Ukrainian Foreign Ministry spokesman Yevhen Perebyinis said.

"The agreements reached in Minsk today open a real path towards peace in Donbas, to a start of a process of economic and social reconstruction of the region," he told Interfax-Ukraine.

They are based on the September Minsk agreements, he said.
