WASHINGTON, Sept 20 - Russia prevented citizens from exercising their civil and political rights in recent elections and the United States does not recognize the Russian Duma elections on sovereign Ukrainian territory, Reuters reported Monday citing the State Department.

"I understand that, unfortunately, there are no chances for a balanced state decision to create, for example, a civilized land market ... now it will be difficult to do," he said from the parliamentary rostrum on Thursday, delivering an annual message.
