17% of winter crops failed to sprout, agriculture ministry reports

KIEV, Dec. 7 – As of December 3, around 17% of winter crops (1.1 million hectares) did not sprout, with the problem occurring chiefly in Dnipropetrovsk, Poltava, Zaporizhia and Kharkiv regions.
