KIEV, Jan. 27 – If Russia sends another so-called "humanitarian convoy" to Donbas without first agreeing this with Ukraine and the International Committee of the Red Cross, the crossing of the convoy into Ukraine will be considered by Kiev as an act of aggression, the Ukrainian Foreign Ministry said.
"Russia is obliged to submit and agree with Ukraine and the International Committee of the Red Cross a detailed list of the content of the cargo so that representatives of the Red Cross can organize its delivery and distribution in accordance with the real needs of the civilian population in certain areas of Donetsk and Luhansk regions, where the terrorist organizations DPR and LPR are active," Foreign Ministry spokesman Yevhen Perebyinis said.
