DNIPROPETROVSK, Sept. 29 – Dnipropetrovsk Governor Ihor Kolomoisky said he thinks that the peace process in the Donbas started because a cold winter is coming.

However, by spring Ukrainians need to be prepared for any case scenario, he said at a press conference.

"Earlier, we were ready to hold negotiations. The question is with whom. With [Igor] Girkin [known as Strelkov] or [Alexander] Borodai, who have Russian passports? Girkin and Borodai were replaced by Ukrainian citizens [Andriy] Purhin, [Alexander] Zakharchenko and [Ihor] Plotnytsky. The peace process started with them.
