KIEV, Dec. 2 ??“ A new regional bloc, including most Eastern European countries, was created in Kiev on Friday in what some say may be a challenge to Russia??™s dominance in the region.

The bloc, to be known as the Community for Democratic Choice, was first suggested by Ukraine and Georgia in August as a tool for promoting democracy in the former Soviet Union.
