KIEV, Feb. 4 – The Ecology and Natural Resources Ministry has decided not to reconstruct the Energiya incineration plant (Kiev, owned by Kyivenergo) using funds received from the sale of Certified Emission Reductions (CERs), Minister Oleh Proskuriakov said at a press conference in Kiev on Tuesday.
"The Energiya plant will not be reconstructed using these funds… [The reconstruction project] does not have Certified Emission Reductions, which is the requirement for financing projects using Kyoto [Protocol] funds," he said.
