KIEV, Dec. 30 - Ukraine’s second-largest oil refinery will most likely resume operation in July 2014, Volodymyr Prystiuk, the head of Luhansk regional state administration, said.

The Lisichansk oil refinery, which is owned by Russian state oil company Rosneft, was earlier this year expected to resume operation in March 2014. This is the second time over the past six months that the restart is delayed.
