KIEV, Sept. 26 – The agreement between the government of Ukraine and the consortium consisting of ExxonMobil, Shell, Petrom (Romania, a subsidiary of Austria's OMV), signed on September 25 as part of negotiations on the development of Skifske deposit of the Black Sea shelf, is purely declarative, a source in the government told Interfax-Ukraine.
"This document is not a production sharing agreement (PSA). There are serious contradictions between the parties [in the talks]. Therefore, to complete the negotiations at least with some result, this document was signed, and it is a kind of memorandum on further action," he said.
