KIEV, Nov. 10 - Parliamentary Assembly of the Council of Europe (PACE) President and a member of the Party of European Socialists Peter Schieder says Ukraine must hold next year's parliamentary elections fairly and transparently, otherwise the country will lose its chance to join the European Union.

Speaking at a press conference in Kiev, he said the PACE would send its observers to the parliamentary elections in Ukraine, but the number of observers would be determined later.
