KIEV, Oct. 21 - The Ukrainian parliamentary committee for the fuel and energy complex and for nuclear policy and safety has supported a draft law submitted by the Communist faction to restrict access by foreign investors to oil and gas fields in Ukrainian territorial waters.

The draft law proposes to issue licenses for the development of offshore oil and gas fields only to companies in which 60% of charter capital is state owned or has been transferred to the charter capital of joint stock or holding companies in which the state owns a controlling stake.
