KIEV, Oct. 18 ??“ Ukraine is holding talks with Russia as it seeks to increase Russian oil shipments via Ukrainian pipelines, Energy and Fuel Minister Ivan Plachkov said Tuesday.

Russia steeply reduced shipments of crude oil via Ukraine this year apparently as the Russian government had been encouraging exports of refined petroleum products.
