KIEV, Dec. 25 - The appointment of Serhiy Arbuzov as first deputy prime minister in the new Cabinet of Ministers is his preparation for premiership, says political analyst Vadym Karasiov.

"The appointment of Serhiy Arbuzov as first deputy prime minister suggests that this Cabinet of Ministers is a transition government. It's the Cabinet of Ministers with the prospect of Arbuzov's premiership," he said.
