KIEV, Dec. 13 - Ukraine’s government picked APCO Worldwide Inc., a Washington-based strategic communication firm, to promote globally a planned $1 billion liquefied natural gas terminal project, according to an official announcement Thursday.

The government seeks to improve the image of the project, which suffered a setback on November 26 after Gas Natural Fenosa of Spain had officially denied its involvement.
