KIEV, Oct. 6 - Ukraine will seek to attract investors for building a plant that would turn coal into gasoline and diesel fuel to eventually reduce heavy dependence on crude oil, an official said Thursday.

Viktor Ivkin, a deputy governor of the Luhansk region, said the authorities in the coal-rich region will hold an international conference between Oct. 11 and Oct. 14 to outline the project.
