KIEV, Oct. 4 - Cardinal Resources Plc announced the final deal with Hares Group Limited to buy 100% of Rudis Drilling Company Ltd. of Kiev for $14.8 mln, the company reported.

Rudis is licensed for drilling at three sites in the Poltava region.
