KIEV, Aug. 7 - Mykola Kulbida, head of the Ukrainian Hydrometeorological Center, has proposed raising a government-secured loan from the World Bank for the technical and technological re-equipment of the Hydrometeorological Service.

"I'm submitting this proposal for the first time, although it was previously discussed with the Emergencies Ministry," he said at an extraordinary meeting of the State Commission on Anthropogenic and Ecological Safety and Emergencies on Tuesday.
