KIEV, Sept. 28 - Hewlett-Packard, the world's second biggest maker of notebook personal computers, opened a giant computer assembly plant in Ukraine as it seeks to expand quickly on a strongly growing market.

The company will start making desktop PCs next month at a Kiev plant, the first such facility in the Commonwealth of Independent States, and plans to become the leading computer maker in Ukraine within a year.
